Job Summary

Artemis is seeking an experienced Project Manager to support the Department of Veterans Affairs (VA) Community Care Network Next Generation (CCN NG) and Veterans Family Member Program (VFMP) Electronic Data Interface (EDI) modernization initiatives. In this role, you will serve as a central coordination hub across multiple VA business and IT workstreams, driving schedule alignment, integration testing readiness, and Go/No-Go decision support for large-scale healthcare systems transformation. This position operates within a highly complex federal healthcare environment where your leadership will directly impact the quality and continuity of care delivery to Veterans and their families.

 

The ideal candidate is a decisive, data-driven project management professional who thrives in ambiguous, fast-paced federal environments and can translate complex technical dependencies into clear executive narratives. You are equally comfortable facilitating Agile PI planning sessions, navigating VA governance structures, and building trusted relationships with senior VA leadership stakeholders.

Primary Responsibilities

  • Lead end-to-end project management across multi-workstream CCN NG and VFMP EDI modernization initiatives, developing and maintaining integrated master schedules in MS Project, performing critical path analysis, and tracking schedule risk to ensure on-time delivery of program milestones.
  • Oversee integration testing planning and coordination, including end-to-end test strategy development, UAT facilitation, defect tracking in JIRA, and readiness review execution to support informed Go/No-Go decisions for VA system deployments.
  • Serve as a primary liaison to senior VA leadership and program office stakeholders, facilitating governance meetings, resolving cross-functional blockers, and preparing executive briefing materials, governance packages, and transition plans that support strategic decision-making.
  • Support Agile development cadence by participating in and facilitating Program Increment (PI) planning events, backlog grooming sessions, and sprint reviews, ensuring alignment between Agile team workflows and overarching program schedule commitments.
  • Apply advanced quantitative investigative techniques and data analytics/visualization tools to monitor program performance, assess schedule health, and generate executive-level reporting that informs leadership on risk posture and program trajectory.
  • Identify, document, and actively manage program risks, issues, and dependencies across VA business and IT teams, maintaining a comprehensive risk register and proactively escalating critical items to ensure continuity of modernization efforts in compliance with VA and federal program management standards.

Minimum Qualifications

  • Minimum 6 years of progressive project management experience, including at least 4 years supporting federal healthcare programs, with demonstrated experience managing multi-workstream, enterprise-level initiatives.
  • Bachelor's degree in Health Informatics, Information Systems, Business Administration, Project Management, or a closely related discipline is required; a Master's degree or PMP certification is strongly preferred.
  • Demonstrated prior experience working within the Department of Veterans Affairs (VHA), VA program offices, or comparable federal healthcare agencies supporting large-scale system modernization or technical readiness programs.
  • Ability to obtain and maintain VA network access and a government-issued Personal Identity Verification (PIV) credential; must be able to successfully complete a VA background investigation as required for contractor site and system access.
  • Must be authorized to work in the United States without sponsorship; this position supports a U.S. federal government contract and is subject to applicable citizenship and residency requirements.
  • Practical, hands-on experience within the last 12 months using MS Project for integrated master schedule development and critical path analysis, and familiarity with JIRA and VA-standard document repositories for requirements, defect, and artifact management.
