Job Summary

Artemis is seeking a Program Analyst (Integration Testing Manager) supporting the VA's Community Care Network Next Generation (CCN NG) and Veterans Family Member Program (VFMP), you will lead enterprise-level integration and end-to-end (E2E) testing initiatives for critical Electronic Data Interface (EDI) systems that enable healthcare claims processing and community care operations for Veterans. This role operates within the Department of Veterans Affairs (VA) federal contracting environment, supporting VHA's mission to deliver timely, accurate, and compliant healthcare benefits to Veterans and their families. You will collaborate with cross-functional government and contractor teams to ensure seamless system integration, data integrity, and readiness across VA healthcare payer platforms.

 

The ideal candidate is a detail-oriented, proactive testing leader who thrives in complex, multi-stakeholder federal healthcare environments and can translate technical testing outcomes into clear, actionable recommendations for both technical teams and government decision-makers. You bring a structured, methodology-driven mindset—comfortable driving Go/No-Go decisions while maintaining rigorous documentation standards consistent with federal contracting requirements.

Primary Responsibilities

  • Develop, maintain, and execute master test strategies, test plans, and detailed test scripts for enterprise-level system integration and end-to-end testing efforts supporting CCN NG and VFMP EDI operations.
  • Coordinate and manage integration and E2E testing activities across multiple interconnected VA and community care systems, ensuring alignment with program milestones, sprint cycles, and release schedules.
  • Lead defect triage processes, including defect identification, classification, prioritization, and resolution tracking, while providing data-driven Go/No-Go decision support to government stakeholders.
  • Serve as a subject matter resource on VHA community care network operations, EDI transaction standards, and VA healthcare payment methodologies and medical claims processing workflows.
  • Facilitate testing coordination meetings, produce testing status reports, and communicate testing progress, risks, and blockers to program leadership, Contracting Officer Representatives (CORs), and VA stakeholders in a clear and timely manner.
  • Support continuous process improvement by identifying gaps in testing coverage, recommending enhancements to testing frameworks, and ensuring testing artifacts and documentation comply with VA and federal program standards.

Minimum Qualifications

  • Minimum of 4 years of hands-on experience in systems integration and end-to-end testing for enterprise healthcare systems, including experience managing testing initiatives across multiple platforms or workstreams simultaneously.
  • Bachelor's degree in Project Management, Business Administration, Information Systems, Computer Science, or a closely related discipline required.
  • Prior experience supporting VA, federal healthcare payer systems, or large-scale government health IT programs strongly preferred; familiarity with VHA community care network operations and EDI standards (e.g., X12 transactions) is highly desirable.
  • Ability to obtain and maintain a VA Position of Public Trust clearance (or equivalent government suitability determination); must be eligible for VA network and system access as required by the contract.
  • Must be a U.S. citizen or authorized to work in the United States in compliance with federal contracting requirements applicable to this program.
  • Demonstrated proficiency in developing and managing formal testing documentation, including master test strategies, test plans, test scripts, and defect logs, within an enterprise IT or federal program delivery environment.
