Job Summary

Artemis ARC is seeking a Deputy Program Manager / Operations Lead to support the execution of a large, complex federal healthcare program focused on advancing telehealth capabilities and digital health solutions in support of the Veterans Health Administration. Working closely with the Program Manager, this role is responsible for coordinating day-to-day operations across initiatives that enhance access to care, improve clinical workflows, and expand the delivery of virtual health services for Veterans nationwide. The Deputy PM will serve as a key integrator across technical, clinical, and operational teams, translating VHA priorities into actionable plans while maintaining visibility into program performance, risks, and dependencies within a highly regulated federal environment.

 

Primary Responsibilities

Key responsibilities include overseeing program operations, tracking deliverables and milestones tied to telehealth and health IT deployments, and supporting enterprise-wide implementation efforts across VHA medical centers and partner sites. The Deputy PM will facilitate communication among government stakeholders, clinicians, and technical teams; support workforce coordination; and ensure consistency in processes, documentation, and reporting. Additional responsibilities include monitoring program performance, supporting risk management and quality assurance activities, and driving continuous improvement initiatives aligned with VHA mission outcomes. The ideal candidate brings experience managing complex federal programs, leading distributed teams, and supporting large-scale healthcare or technology initiatives that improve patient access, quality, and experience.

Minimum Qualifications

  • 10+ years of relevant experience supporting program or project management efforts in a federal environment, preferably within healthcare or health IT programs
  • Bachelor’s degree in Business Administration, Healthcare Administration, Public Health, Engineering, or a related field (Master’s degree preferred)
  • Demonstrated experience supporting large, complex programs for federal clients such as the Department of Veterans Affairs (VA), Department of Defense (DoD), or other federal health agencies
  • Proven ability to manage day-to-day program operations, including tracking deliverables, schedules, and performance metrics across multiple workstreams
  • Experience coordinating cross-functional teams, including technical, clinical, and operational stakeholders
  • Familiarity with telehealth, healthcare delivery systems, or health information technology (health IT) initiatives
  • Knowledge of federal program management practices, including risk management, quality assurance, and performance monitoring
  • Strong organizational and analytical skills, with the ability to manage competing priorities in a fast-paced environment
  • Excellent written and verbal communication skills, including experience briefing senior leadership and government stakeholders
  • Experience developing and maintaining program documentation, reports, and standard operating procedures (SOPs)
  • Proficiency with project management tools (e.g., Microsoft Project, Jira, Smartsheet) and Microsoft Office Suite
  • Ability to obtain and maintain a Public Trust clearance (or active clearance preferred)

Desired Qualifications

  • Prior experience supporting the Department of Veterans Affairs (VA), particularly within telehealth, digital health, or Healthcare Technology Management (HTM) initiatives
  • Project Management Professional (PMP), PgMP, or other relevant certification
  • Experience supporting enterprise-wide technology deployments across distributed healthcare systems (e.g., multi-site hospital networks or VISNs)
  • Familiarity with VA programs, governance structures, and acquisition processes
  • Experience supporting telehealth programs such as TeleCritical Care, remote monitoring, or virtual care delivery models
  • Knowledge of federal cybersecurity and compliance frameworks (e.g., RMF, FISMA, NIST)
  • Experience with performance analytics, dashboarding, and data-driven decision-making to support program outcomes
  • Demonstrated experience leading or supporting process improvement initiatives (e.g., Lean, Six Sigma)
  • Experience supporting contract management, staffing coordination, or subcontractor oversight
  • Strong stakeholder engagement experience, including facilitating executive-level meetings and cross-organizational collaboration
  • Experience working in a matrixed organization or managing geographically dispersed teams
