Job Summary

Aptive seeks an experienced Project Manager, Workforce Management & Consulting (WMC) to support the Department of Veterans Affairs (VA) in executing the Veterans Health Administration (VHA) Restructure for Impact and Sustainability Effort (RISE). This role supports enterprise-wide transformation initiatives focused on improving organizational alignment, workforce efficiency, and delivery of high-quality care to Veterans.

 

 

Primary Responsibilities

The Project Manager, WMC is responsible for workforce-related planning and coordination across RISE implementation workstreams, including staffing alignment, organizational design implementation, and integration of workforce considerations. The Project Manager leads coordination of workforce restructuring activities, including position alignment, organizational design implementation, and workforce transition planning, working with stakeholders across VHA Central Office (VHACO), Operations Centers, and Veteran Integrated Service Networks (VISNs) for consistency, compliance, and alignment with key objectives and policies.

 

The Project Manager also develops/maintains project plans and schedules for workforce-related deliverables; facilitates stakeholder meetings; develops dashboards, reports, and briefings for decision-making. The Project Manager supports assessments of workforce structures, identifies capability gaps, and recommends operational efficiency strategies, collaborating with human resources, program managers/teams, and functional leads.

Minimum Qualifications

  • High School Diploma/GED
  • 6+ years of workforce management, human resources, or organizational design experience with the federal government
  • Experience supporting staffing alignment, workforce planning, and/or classification activities
  • Experience supporting project management, reporting, and governance processes
  • Strong analytical, organizational, and communication skills

Desired Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field
  • Experience supporting VA/VHA initiatives and/or familiarity with federal HR policies, classification standards, and workforce planning processes
  • Experience supporting large-scale organizational transformation efforts
  • Certification in project management or human capital management disciplines
