Job Summary

Aptive seeks a skilled Policy Analyst to support the Veterans Health Administration’s (VHA) RISE Implementation initiative by providing process analysis, improvement, and implementation support. This role will focus on reviewing existing policies, directives, and regulatory requirements to ensure alignment with the redesigned organizational structure. The analyst will support policy scans, identify gaps or conflicts, and help document policy considerations that may impact implementation planning, readiness assessments, and transition activities across VHACO and VISNs.

Primary Responsibilities

In support of implementation, the Policy Analyst will assist in analyzing how policy changes affect business processes, staffing models, and governance structures, and will contribute to the development of policy-related recommendations. Responsibilities include supporting the development of assessment tools, summarizing findings from stakeholder interviews, and helping prepare reports that translate policy requirements into actionable implementation guidance. The analyst will also support coordination efforts to ensure policy compliance during implementation and contribute to tracking issues, risks, and dependencies related to regulatory or policy constraints.

The ideal candidate will have a foundational understanding of public policy analysis, strong research and writing skills, and the ability to synthesize complex regulatory information into clear, actionable insights. A bachelor’s degree in public policy, public administration, political science, or a related field is required, with experience or coursework related to healthcare policy or federal programs preferred. This role requires attention to detail, strong communication skills, and the ability to work collaboratively in a fast-paced environment.

Minimum Qualifications

  • 3 years of relevant experience, including with policy analysis and research.
  • Bachelor’s degree in a related program, such public policy, political science, or public health.
  • Consulting experience supporting large, complex Cabinet-level federal agencies.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.
