Job Summary

Artemis seeks an experienced Subject Matter Expert (SME) with deep knowledge of VHA Operations to support the senior level officials at the Department of Veterans Affairs (VA). The SME brings deep expertise in healthcare operations, policy, and program implementation within large federal health systems. This role supports enterprise-wide transformation efforts by advising on organizational restructuring, operational alignment, and implementation strategies to improve care delivery, efficiency, and accountability. The SME works closely with VHA leadership to ensure that operational designs and initiatives are practical, scalable, and aligned with the “Veteran First” approach and overall mission objectives.

Primary Responsibilities

The SME is responsible for providing strategic guidance across multiple workstreams, including program implementation, change management, and stakeholder engagement. This includes advising on operational workflows, governance structures, and performance management approaches to ensure effective execution of transformation initiatives. The role supports development of implementation plans, readiness assessments, and operational frameworks, while also contributing to executive briefings, policy recommendations, and decision support materials. The SME leverages experience with VHA systems and processes to identify risks, recommend mitigation strategies, and ensure alignment between policy, operations, and frontline execution.

 

In this role, the SME collaborates with program managers, functional leads, and cross-disciplinary teams to drive integration and consistency across VHA operations. Responsibilities include supporting stakeholder engagement at all levels, advising on program performance and improvement strategies, and ensuring initiatives are implemented effectively across headquarters, VISNs, and medical facilities.

Minimum Qualifications

  • Master’s Degree and 10 years of executive advisory experience in a large federal healthcare system
  • Direct experience with VHA organization structure and reorganization initiatives
  • Ability to obtain and maintain a public trust clearance
  • Legal authorization to work the in the U.S.

Desired Qualifications

  • 5 years’ experience working with large VHA initiatives and leadership engagement
  • Experience with program implementation, office set-up, change management, and stakeholder engagement within VHA
