Job Summary

Artemis seeks an experienced Program Manager, Workforce Management & Consulting (WMC) to support the Department of Veterans Affairs (VA). The Project Manager, WMC supports VA by leading workforce transformation efforts focused on standardizing position descriptions, aligning organizational structures, and improving workforce efficiency across the enterprise. This role is responsible for coordinating activities related to workforce restructuring, including consolidation of occupational functions, development of standardized position descriptions, and alignment of roles and responsibilities with mission requirements. The Project Manager works closely with stakeholders across VHA, including HR, program leadership, and subject matter experts, to ensure workforce initiatives are executed consistently and in accordance with VA classification standards and enterprise objectives.

Primary Responsibilities

The Project Manager is responsible for developing and maintaining detailed project plans, schedules, and tracking mechanisms to ensure timely delivery of workforce-related deliverables. This includes managing milestones, dependencies, risks, and issues; facilitating working sessions and stakeholder meetings; and producing project artifacts such as dashboards, status reports, and executive briefings. The role also supports functional assessments of current workforce structures, analyzes workflows and capability gaps, and recommends process improvements to enhance efficiency and clarity in roles and responsibilities.

 

In this role, the Project Manager collaborates with program analysts, technical writers, and HR specialists to ensure coordinated execution of workforce initiatives and effective communication across stakeholders. Responsibilities include monitoring project performance, supporting risk mitigation strategies, maintaining documentation and version control, and providing leadership with timely updates on progress, risks, and outcomes. 

Minimum Qualifications

  • Bachelor’s degree and eight years of experience in classification, staffing, recruiting, benefits administration, employee relations, or labor relations
  • Demonstrated experience supporting organizational design, HR operations, and large-scale enterprise change initiatives
  • Ability to obtain and maintain a public trust clearance
  • Legal authorization to work the in the U.S.

Desired Qualifications

  • Prior experience supporting VHA or VA enterprise initiatives
  • Familiarity with VA policies, systems, and governance structures
  • Expert in retirement counseling and processing
