Job Summary

Artemis ARC, LLC is seeking a highly skilled Data Solutions Engineer to support the Client Management Portfolio Office (CPMO) EHR Rapid Decision-Making Program, a priority initiative focused on accelerating data-driven insights across VA’s healthcare ecosystem. The ideal candidate brings deep technical expertise, healthcare and clinical context awareness, and the ability to rapidly design, prototype, and operationalize data solutions that address high-visibility data issues, deficits, and decision-support needs for senior VA leadership.

 

This role requires advanced proficiency in data engineering, analytical toolsets, metadata and master data management, and a strong understanding of EHR data structures—particularly those relevant to enterprise clinical operations, workflows, and patient care delivery. The engineer will partner closely with CPMO leadership, VA clinical and business stakeholders, and cross-functional delivery teams to ensure data accuracy, governance alignment, and scalable solutioning.

Primary Responsibilities

Data Solution Engineering & Prototyping

  • Develop scalable data pipelines, analytical datasets, and rapid prototypes using Python, R, SQL, and related tools to support accelerated decision-making needs within the EHRM program.
  • Perform complex data investigation and root-cause analysis on data-quality issues, defects, and gaps impacting clinical workflows, reporting, interoperability, and EHR performance.
  • Build repeatable processes and automation that enhance data usability, accessibility, and operational efficiency.

Healthcare, Clinical, and EHR Expertise

  • Translate clinical workflows and health-IT concepts into structured data requirements and technical solutions.
  • Analyze and interpret healthcare, operational, and clinical datasets from Cerner Millennium or comparable EHR platforms to inform data issue resolution and system optimization.
  • Provide subject-matter expertise on clinical terminology, patient data structures, coding systems, and enterprise health-IT data standards.

Master Data Management (MDM) & Governance

  • Support the definition, maintenance, and implementation of master data management practices, reference data controls, and master entity resolution across EHR, operational, and enterprise datasets.
  • Document technical lineage, data transformations, and system-to-system interactions for transparency and traceability.
  • Evaluate data quality, completeness, timeliness, and fit-for-purpose usability, and recommend corrective actions or system enhancements.
  • Communicate data risks, mitigation strategies, and technical constraints to senior leadership in clear, executive-ready formats.

Tools, Platforms & Automation

  • Utilize ServiceNow (SNOW), Risk Management Application (RMA),
  • Work in SAFe teams with Jira/Jira Align and writing/verifying acceptance criteria tied to demos and releases.
  • Build automation using Power Automate or other workflow tools to streamline high-volume or repetitive data processes.
  • Apply best practices in secure data handling, in alignment with HIPAA, FISMA, and VA-specific data governance policies.

Stakeholder Engagement & Communication

  • Serve as a technical advisor and problem solver for cross-functional VA teams, translating complex data concepts into actionable insights for non-technical leadership.
  • Collaborate with product owners, clinical SMEs, IT staff, and governance teams to ensure alignment across data requirements, system capabilities, and operational priorities.
  • Present findings, root-cause analyses, and solution options in concise, data-driven briefings for decision-makers.

Minimum Qualifications

  • Master’s degree in Information Management, Biostatistics, Data Science, Healthcare Informatics, or a related field.
  • 8+ years of experience delivering data solutions within federal health-IT, healthcare, clinical settings, or large public-sector environments.
  • Hands-on experience with SNOW data/workflow experience (intake, catalog, request/incident, custom apps) and Jira/DevOps.
  • A deep understanding of master data management and governance impacts
  • Proficiency in Python, R, SQL, and modern data engineering/analytics toolsets.
  • Demonstrated ability to analyze, interpret, and resolve complex data issues involving clinical or EHR data.
  • Familiarity with VA-specific data privacy, security, and compliance standards (HIPAA, FISMA, VA directives).
  • Exceptional written and verbal communication skills, with a proven record of producing executive-level briefings and translating technical topics for leadership audiences.

Desired Qualifications

  • Working knowledge of Oracle Cerner Millennium EHR data structures or similar platforms (Epic, VistA, etc.).
  • Experience with biostatistics, predictive modeling, or clinical-outcomes analytics.
  • Experience designing data usability, accessibility, and user-centered data consumption.
  • Automation experience with Power Automate, Alteryx, or similar workflow tools.
  • Prior experience supporting VA EHRM, healthcare operations, clinical workflows, or enterprise transformation initiatives.
  • Experience using JAVA
