Job Summary

Artemis ARC, LLC is seeking a highly skilled, technically fluent EHR Data Quality Analyst to support the Department of Veterans Affairs (VA) Electronic Health Record modernization program. This senior-level role is responsible for ensuring the accuracy, completeness, and integrity of critical EHR data under exacting standards from VA senior leadership.

The analyst will work hands-on with VA data systems (e.g., ServiceNow, Risk Management Application) and modern data tools (Microsoft Purview, Power BI, etc.) to profile data, automate quality checks, and document data lineage. Operating in a SAFe Agile environment, the candidate will collaborate cross-functionally with developers, data stewards, and analysts; bridging technical and business needs to embed data quality into development cycles. The ideal candidate combines deep data quality expertise with the versatility to support coding tasks, ServiceNow enhancements, and Agile ceremonies as needed, ensuring high-quality data for executive decision-making.

Primary Responsibilities

  • Monitor and validate data streams from VA systems (e.g., Risk Management Application (RMA), ServiceNow, Power Apps) to ensure accuracy, completeness, and timeliness of EHR data.
  • Identify data anomalies, determine root causes, and drive corrective actions across program offices (CPMO and OCI) to resolve quality issues promptly.
  • Define and maintain data quality rules, thresholds, and key performance indicator (KPI) scorecards in Microsoft Purview to continuously measure and report on data health.
  • Document repeatable quality control (QC) playbooks and automate data quality checks using tools such as Power Automate and Python scripts for efficient, proactive monitoring.
  • Co-lead data stewardship workflows from Tier 0 to Tier 1 teams, ensuring end-to-end data lineage is documented and maintained in enterprise data cataloging tools (Microsoft Purview, Collibra).
  • Support analytics teams by validating that data used in reports and leadership dashboards meets integrity, consistency, and accessibility standards for decision-making.
  • Embed data-quality gates into the Agile development process (including SAFe Program Increment planning, sprint reviews/demos, and release train milestones) to catch issues early in the lifecycle.
  • Collaborate with governance and analytics teams to develop and refine enterprise data standards, data dictionaries, metadata definitions, and stewardship frameworks in alignment with VA policies.
  • Provide cross-functional support during development sprints or high-priority events – contributing to data integration tasks, writing test code, or assisting with ServiceNow configuration – to ensure project agility and quality outcomes.

Minimum Qualifications

  • Bachelor’s degree in Information Systems, Data Science, or a related field.
  • 4+ years of experience in data quality, business intelligence, or data analytics preferably in federal health IT environments handling large-scale data.
  • Hands-on experience in data profiling, anomaly detection, and root-cause analysis for data issues.
  • Proficiency with data tools such as Power BI for reporting and advanced Excel for analysis, plus experience with metadata/catalog tools like Microsoft Purview.
  • Scripting and automation skills using Python or similar languages, and familiarity with workflow automation tools (e.g., Power Automate) to develop automated data quality checks.
  • Familiarity with VA platforms and development tools, including ServiceNow (SNOW), the Risk Management Application (RMA), Microsoft Purview, and DevOps collaboration tools (e.g., Jira, GitHub/Azure DevOps).
  • Knowledge of data quality dimensions and methodologies (accuracy, completeness, consistency, timeliness, validity) and how to apply them to healthcare data.
  • Excellent documentation and communication skills, with the ability to articulate technical issues and solutions to both technical teams and senior leadership in clear, concise language.
  • Adaptable and self-motivated, capable of working independently and collaboratively in a fast-paced, Agile (SAFe) environment while managing evolving priorities.

Desired Qualifications

  • Master’s degree in Data Science, Information Management, Healthcare Informatics, or a related field.
  • Experience with EHR data structures, especially Oracle Cerner Millennium or comparable electronic health record systems and their data flows.
  • Background in healthcare informatics or clinical data flow, demonstrating understanding of how healthcare data is generated and used in clinical or operational contexts.
  • Familiarity with formal data governance frameworks, such as DAMA-DMBoK, and experience using data governance or stewardship tools like Collibra for data dictionaries and lineage.
  • Experience in Agile/SAFe development environments, participating in PI planning, scrum sprints, and solution demos, particularly in roles focused on data quality or data governance.
