Job Summary

Artemis ARC, LLC is seeking an experienced EHR Data Strategist to lead enterprise data governance and quality efforts in support of the VA’s Electronic Health Record modernization initiative. This high-impact role will develop and enforce data governance policies, standards, and frameworks to ensure trustworthy, well-managed data for VA stakeholders and senior leadership.

The Data Strategist will serve as a liaison between technical teams and executive councils, coordinating with field data hubs, subject matter experts, and the EHR Executive Council to drive a consistent data strategy. In addition to setting strategy, this role remains hands-on – profiling data, monitoring data quality metrics, and overseeing metadata management using tools like Microsoft Purview.

Operating within a SAFe Agile program, the ideal candidate will combine strategic vision with technical acumen, ensuring data practices align with VA’s regulatory requirements (e.g., HIPAA, FISMA) and translating complex data issues into executive-level insights. This position requires strong leadership in data stewardship, excellent communication skills, and the ability to bridge the gap between business objectives and technical execution.

Primary Responsibilities

  • Author and maintain CPMO/OCI data-governance charter, policies, and standard operating procedures (SOPs).
  • Serve as the CPMO data-governance lead and liaison to Tier 0 Field Hubs, Tier 1 SME Teams, and the EHR Executive Council.
  • Profile enterprise data and monitor data-quality metrics via dashboards in Microsoft Purview.
  • Define data quality rules, validations, lineage requirements, and stewardship RACI matrices aligned to DAMA and VA Data Governance Council standards.
  • Establish and enforce data stewardship controls and accountability mechanisms to ensure clear ownership of data assets and adherence to governance policies.
  • Develop and publish an enterprise data dictionary, metadata repository, and data catalog.
  • Oversee ongoing metadata management and data lineage enforcement, ensuring all data assets are properly documented and traceable throughout their lifecycle.
  • Align data practices with VA privacy, HIPAA, and FISMA requirements; support Authority to Operate (ATO) package preparations.
  • Prepare executive briefings, infographics, and data playbooks to educate and socialize data governance standards.
  • Support ongoing ServiceNow MVP initiatives, RMA enhancements, and Program Increment (PI) planning cycles.
  • Promote and coordinate adoption of established data governance policies across stakeholders while balancing operational flexibility.
  • Conduct regular data governance compliance checks and audits to verify adherence to established data policies and standards.
  • Manage the resolution of data governance issues, exceptions, and incidents of non-compliance by implementing corrective actions and process improvements.
  • Operationalize data governance policies by developing and managing workflows, integrating governance requirements into tools (e.g., Microsoft Purview, ServiceNow), and implementing communication plans to embed these policies into daily operations.
  • Lead cross-functional data stewardship working groups and governance committees to drive accountability for data quality and to ensure continuous improvement in data management practices.

Minimum Qualifications

  • S. (Master’s preferred) in Information Management, Data Science, Healthcare Informatics, or a related field.
  • 4+ years of experience in data governance and data quality within federal or health-IT environments.
  • Strong knowledge of data governance frameworks (e.g., DAMA-DMBoK), metadata management principles, and data lineage practices.
  • Hands-on experience with governance and workflow tools such as ServiceNow (SNOW), RMA, Microsoft Purview, and Jira/DevOps.
  • Familiarity with VA data privacy and security standards (e.g., HIPAA, FISMA).
  • Demonstrated experience implementing and managing data governance processes (for example, conducting compliance audits, enforcing metadata and data lineage standards, and resolving data governance exceptions).
  • Experience leading cross-functional data stewardship or governance working groups, fostering accountability and adherence to data standards across diverse stakeholders.
  • Excellent communication skills, with a proven record of translating technical data issues into executive-level insights for leadership audiences.

Desired Qualifications

  • Oracle Cerner Millennium or comparable EHR data experience.
  • Experience deploying data-governance frameworks within SAFe Agile programs.
  • Familiarity with enterprise data governance tools such as Collibra, Informatica Axon, Alation, or Microsoft Purview.
  • Automation experience with Microsoft Power Automate or similar workflow automation tools.
