Job Summary

Artemis is seeking a SAFe Agile Scrum Master to support the U.S. Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Electronic Health Record Modernization (EHRM) effort. In this position, you will be responsible for providing Agile program and project management support for both the overall program effort and individual, distinct, high visibility, high priority EHRM projects, residing within the Applied Informatics Team. You will coordinate day-to-day program activities, curate ongoing program activities to ensure program plans are up to date and capture evolving client needs, facilitate meetings with senior level stakeholders, and ensure the project team is delivering tasks on schedule and at the required level of quality prescribed by the VHA client.     

 

This position requires Agile Project Management experience and strong customer interaction skills, including ability to work with various senior level stakeholders across multiple tasks. The successful candidate will be proactive with demonstrated success managing multiple, concurrent tasks in a fast-paced, high-visibility environment. The scrum master will manage project teams to create delivery schedules, ensure adherence to program / project delivery targets, curate program and project plans, generate status reports, facilitate program planning and status update sessions, and provide administrative and programmatic support where required. The candidate must have the ability to work and communicate effectively within a multi-disciplinary team. An emphasis on this role will be to design and implement lean, responsive processes to support program planning and resource management within the Jira application, guided by SAFe Agile principles.   

Primary Responsibilities

  • Curate overall program plan and individual project plans utilizing both PMP and Agile methodologies, using Jira as the primary project management and reporting tool
  • Track and make updates to program and project plans by connecting with program and project leadership 
  • Assist in defining and documenting business rules, requirements, decisions, role definitions and responsibilities, acceptance criteria and resource management
  • Support project managers with weekly work plan development and sprint planning 
  • Create reports, metrics and tracking mechanisms to convey the status of the project plan, using Jira as the primary tool for management and reporting
  • Report out to relevant stakeholders, highlighting project status, milestones, risks, issues and alignment with overall project goals 
  • Provide analysis and data visualizations to support reporting activities 
  • Collaborate with multiple stakeholders, including executive-level clients 
  • Support project management activities including coordinating multiple tasks and project teams, distributing reports and project communications, and participating in various meetings and events 
  • Support risk management and quality assurance efforts across the project 
  • Coordinate and consolidate status report information on a weekly, biweekly and monthly timeframe 

Minimum Qualifications

  • 8+ years of relevant experience serving as a Scrum Master 
  • Prior or current federal government and/or government contracting experience 
  • Knowledge of Scrum and SAFe principles, agile methodologies and lean practices 
  • CSM certification or similar agile certification 
  • Proficiency in Jira, Jira capabilities and Jira reporting
  • Bachelor’s degree in related field 
  • Ability to interact and engage with executive-level stakeholders 
  • Proficiency in Microsoft Word, Excel, PowerPoint, SharePoint and Jira 
  • Ability to obtain and maintain a public trust clearance 
  • Legal authorization to work in the U.S. 
  • Ability to work onsite in Washington, D.C. if needed 
  • Ability to track projects from start to finish, with clear and transparent communication of status.   

Desired Qualifications

  • PMP certification 
  • Management consulting experience   
  • Experience supporting EHRM projects 
  • Knowledge of military and Veteran populations 
  • Experience supporting large, complex federal agencies (ideally Department of Veterans Affairs or Department of Defense) highly preferred 
  • Strong critical thinking and analytical skills 
  • Proven ability to organize, prioritize and work well with others 
  • Ability to communicate thoughts, ideas and solutions logically both written and orally 
  • Ability to get up to speed quickly on complex issues 
  • Desire to work in a fast-paced, rapidly evolving environment 
  • Capable self-starter with a drive to get all types of work done and high attention to detail
