Job Summary

Artemis is seeking a Program Analyst to provide essential analytical and coordination support for Veterans Health Administration (VHA) data-access initiatives, ensuring alignment with privacy, security, and overall compliance requirements. This role involves reviewing and evaluating requests for access to protected health information (PHI), verifying that requests adhere to all relevant policies (e.g., HIPAA, Privacy Act of 1974, and VA directives), and communicating with stakeholders to address data-management requirements or potential process improvements.

 

The Program Analyst leverages strong research and analytical skills to interpret complex policies and apply them to a range of data-use scenarios.

Primary Responsibilities

-Review, evaluate, and approve data-access requests in alignment with HIPAA and VA privacy regulations.
-Ensure accurate documentation and data-source validation within tracking systems and project databases.
-Coordinate closely with VHA Privacy, Security, and Legal teams to identify and mitigate compliance risks.
-Communicate with stakeholders to clarify requirements, resolve documentation gaps, and provide status updates.
-Conduct spot-checks and audits of approved requests to maintain ongoing policy compliance.
-Generate regular reports on request volumes, outcomes, and key performance metrics for leadership.
-Assist in refining SOPs and workflows to improve efficiency, reduce bottlenecks, and bolster data governance.
-Stay informed about evolving privacy regulations, applying updates to ensure continuous compliance.
-Provide subject-matter guidance to requestors regarding HIPAA, Privacy Act, and related VA policies.
-Foster strong collaboration across interdisciplinary teams to maintain a high standard of data integrity and security.

Minimum Qualifications

-Associate’s degree in business, administration, office automation, healthcare management, or related field.
-Proven experience (1–3 years) providing administrative support in a healthcare, legal, or compliance-driven environment is highly desirable.
-Familiarity with the Health Insurance Portability and Accountability Act (HIPAA), especially Business Associate provisions, strongly preferred.
-Experience working in or supporting federal, state, or local government programs (e.g., VA, DoD) is a plus.
- Proficiency in Microsoft Teams, Word, Excel, PowerPoint, SharePoint
- Ability to interact and engage with Executive-level stakeholders
- Ability to obtain and maintain a public trust clearance
- Legal authorization to work in the U.S

Desired Qualifications

-Bachelor degree in business, administration, office automation, healthcare management, or
related field.
- Knowledge of military and Veteran populations
- Experience with VHA Central Office
- Proven ability to organize, prioritize, and work well with others
- Ability to communicate thoughts, ideas, and solutions logically both written and orally
- Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly
evolving environment
- Capable self-starter with a drive to get all types of work done and high attention to detail
