Job Summary

Artemis is seeking a full-time Program Manager with a strong background in strategic communications and project management best practices to support and execute efforts for a federal client. The ideal candidate must be a problem-solver who works well both independently and as part of a team and is comfortable receiving and implementing feedback on project tasks. In addition to overseeing product development for the contract, this individual will facilitate meetings with clients and other stakeholders, track contract financials, deliver reports to our clients, manage contract schedules, and identify and mitigate contract risks.

 

This is a contingent hire position. A signed letter of commitment is required.

Primary Responsibilities

  • Provide senior, high-level, program management of a large-scale Blanket Purchase Agreement (BPA) for the federal government.
  • Advise and assist customers regarding the technical scope of the BPA.
  • Provide all reporting information required under the BPA to federal clients, ensuring all reports are accurate, timely and thorough.
  • Resolve issues related to call order performance under the BPA.
  • Serve as the lead project manager for the BPA, tracking scope, schedule, budget and risks for all call orders issued under the BPA.
  • Schedule and facilitate the contract kick-off meeting and other required meetings with government clients.
  • Provide regular reporting to government clients to demonstrate the status of the project, key tasks and activities.
  • Provide direct expert advice and support the development of project management best practices, processes, standards, and procedures.
  • Serve as a primary client point of contact, responding to requests for support and providing guidance on the contract, scope, quality, timelines and budget.
  • Develop and maintain critical project management documents such as project management plans, Work Breakdown Structures, Integrated Master Schedules, reports and more, as required by the BPA or the call orders.
  • Ensure delivery of high-quality deliverables across call orders.
  • Evaluate analytical results and develop new and adapted analytical techniques.
  • Provide performance analysis and process improvement using industry best practice methodologies and tools.
  • Demonstrates an awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds and orientations.

Minimum Qualifications

  • 10 years of related experience, BPA project management preferred.
  • 3 years of experience managing a project that spans a nationwide effort.
  • Bachelor’s degree in business administration or a closely related field.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • PMP or other equivalent certification preferred.
  • Comfortability with supporting complex client relationships.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.

Client Information

OJP is a component within the U.S. Department of Justice composed of six statutorily authorized offices

supported by eight business offices. Each office within OJP contributes to the mission of improving the justice system by implementing diverse improvement strategies such as grant funding, training and technical assistance (e.g., knowledge dissemination); data collection, statistical analysis, reporting and dissemination; research and program evaluation; and translation of scientific evidence and criminal justice statistics for practitioners and policymakers.
