Job Summary

Change Management Lead

 

Artemis is seeking a full-time Change Management Lead to direct organizational change management (OCM) for the Veteran and Family Member Program (VFMP) Modernization Portfolio, ensuring the VFMP workforce and external users adopt FY25 and FY26 operational efficiencies for the fullest return on investment. This role develops and executes the full change management package (e.g., communications plan, coaching plan, resistance management plan, sponsor road map, and training plan) in alignment with the VFMP Change Management Plan, Strategic Plan, and governance structure.

 

The Change Management Lead role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in organizational change management for large-scale government transformations. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

This is a contingent hire position.

 

Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).

 

Remote work is anticipated. However, occasional travel for client engagements may be required.

Primary Responsibilities

  • Develop and execute the communications plan, coaching plan, resistance management plan, sponsor road map, and training plan supporting internal and external adoption of all operational efficiencies from FY25 and FY26.
  • Plan roadmaps and Integrated Master Schedule inputs for delivery of communication, training, and change management activities across multiple projects.
  • Conduct stakeholder analyses, impact analyses, and implementation planning for organizational change activities.
  • Create change management messaging materials, presentations, artifacts, and content, and deliver messaging, presentations, and training to VFMP audiences.
  • Develop a Change Management Plan for Appeals directorate initiatives, including impacted stakeholders, messaging of changes to processes, staff, and technology, and ongoing monitoring and measurement of change management effectiveness.
  • Identify and manage anticipated resistance, and advise on risks resulting from change activities to the organization and the Veteran community.
  • Track delivery of planned communication, training, and change management activities, maintaining trackers that annotate completion of planned events.
  • Complete after action reviews to assess effectiveness and continually improve, ensuring all deliverables align with the VFMP Change Management Plan and Strategic Plan.

Minimum Qualifications

  • 10 years of experience leading organizational change management, including executing organizational change for large-scale transformations.
  • Master’s degree in a related field.
  • Prosci certification.
  • Demonstrated experience developing and executing complete change management packages (communications, coaching, resistance management, sponsor road map, and training plans).
  • Experience conducting stakeholder analyses, impact analyses, and implementation planning, preferably including application of change management in a union environment.
  • Strategic thinker with a forward-looking approach to marketing trends and technologies.
  • Strong problem-solving skills and the ability to think critically.
  • Ability to manage competing deadlines.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Comfortability with supporting complex client relationships.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.
