Job Summary

Artemis and Aptive are seeking a full-time Project Director/Program Manager with a strong background in project management, research, data analysis and survey best practices to support and execute efforts for a federal client. The ideal candidate must be a problem-solver who works well both independently and as part of a team and is comfortable receiving and implementing feedback on project tasks. In addition to overseeing product development for the contract, this individual will facilitate meetings with clients and other stakeholders, track contract financials, deliver reports to our clients, manage contract schedules, and identify and mitigate contract risks.

 

The Project Director/Program Manager role requires a self-starter, proactive problem solver and action-oriented team player with previous experience managing a large-scale contract, client relationships and internal teams. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

 

This is a contingent hire position.

 

This position is remote. However, travel for occasional in-person meetings may be required.

Primary Responsibilities

  • Provide executive direction to ensure all work required under the contract is completed on time, within allocated budgets and in alignment with government performance standards.
  • Oversee contract operations, staffing decisions and finances.
  • Coordinate and oversee the performance of all tasks and activities required under the contract’s Statement of Work (SOW).
  • Serve as the central point of contact for the client and internal leadership.
  • Consult with government, subcontractor team members and subject matter experts to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
  • Establish and maintain schedules, metrics and financial reports to show progress and effectiveness of projects to clients.
  • Organize and assign responsibilities to contract staff.
  • Review all products developed by the team to ensure they meet client and contractual quality requirements.
  • Identify and resolve risks quickly and effectively, escalating to internal leadership as needed.
  • Manage a team of other experts, providing subject matter expertise for and oversight of all products produced by the team.
  • Translate complex messaging into plain language to ensure materials are easy to read, understand and use.
  • Plan, generate and deliver client-ready materials for stakeholders, including client leadership.

Minimum Qualifications

  • 10 years of experience.
  • Master’s degree in related field.
  • Thorough knowledge of and extensive experience with supervision and management of multi-disciplinary work groups.
  • Demonstrated experience related to survey research, survey implementation and survey team management.
  • Strategic thinker with a forward-looking approach to marketing trends and technologies.
  • Strong problem-solving skills and the ability to think critically.
  • Ability to manage competing deadlines.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Comfortability with supporting complex client relationships.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.

Client Information

The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) provides the gravesite, grave liner, opening and closing of the grave, government headstone or marker, U.S. burial flag, Presidential Memorial Certificate and perpetual care of the gravesite at no cost to the family. VA operates 156 national cemeteries and 35 soldiers' lots and monument sites in 42 states and Puerto Rico. More than 4 million Americans, including Veterans of every war and conflict, are buried in VA's national cemeteries. VA also provides funding to establish, expand, improve and maintain 122 Veterans cemeteries in 49 states and territories including tribal trust lands, Guam, and Saipan. For Veterans not buried in a VA national cemetery, VA provides headstones, markers or medallions to commemorate their service.
